Education in Emergencies Sector Coordinator - Myanmar
Save the Children (SCI) and UNICEF share global responsibility for the coordination of Education in Emergencies as part of the UN humanitarian reform (www.humanitarianreform.org) and the Cluster system. The Education in Emergencies Sector Coordinator in Myanmar is a shared position between Save the Children and UNICEF, representing all EiE Sector Partners in a neutral manner. The Education in Emergencies Sector Coordinator in Myanmar will be responsible for coordinating and supporting on-going Education in Emergencies Sector partners and activities in Rakhine, Kachin, Northern Shan and other crisis and emergency-affected States/Regions as relevant, and for strengthening sector coordination nationally in Myanmar, according to the Inter Agency Standing Committee (IASC) Cluster/Sector approach.
The overall aim of the Education in Emergencies (EiE) Sector in Myanmar is to support the coordination of a timely, coherent and effective education preparedness, plan and response by mobilizing and coordinating stakeholders to respond in a strategic manner to the three main ongoing humanitarian crises in Myanmar – Rakhine, Kachin, and Shan States – and to support preparedness capacity to effectively respond to human-made or natural hazards resulting in new disasters.
In order to achieve this aim, the Education in Emergencies Sector Coordinator will be accountable for collaborating with key stakeholders on the implementation of the following core EiE Sector functions at country level:
- To support service delivery by
- Being/providing an impartial and neutral resource and platform for the Education in Emergencies Sector that ensures service delivery is driven by the Humanitarian Response Plan and EiE Sector strategic priorities with a strong emphasis on humanitarian and development nexus/continuum and identification of durable solutions;
- Developing and maintaining mechanisms to eliminate duplication of service delivery and identify gaps and resources/partners to address them. (demonstrated by the maintained ‘Education Sector Monitoring Tool’ database);
- To inform the Humanitarian Coordinator (HC)/Humanitarian Country Team (HCT)’s strategic decision-making through the UNICEF Representative and SCI Country Director who are HCT members, and the EiE sector group as required, by
- Preparing needs assessments (review of secondary data, as relevant) and analysis of gaps Identifying and finding solutions for (emerging) gaps, obstacles, duplication and cross-cutting issues.
- Formulating priorities on the basis of analysis.
- To plan and develop strategy by
- Developing and updating strategic documents for the sector, including: Humanitarian Needs Overview, Humanitarian Response Plan, EiE Sector Strategy and Annual Workplan that address cross cutting issues (gender, human rights, disability, protection, etc.) and Humanitarian-Development nexus/continuum
- Applying and adhering to common standards and guidelines.
- Clarifying funding requirements, helping to set priorities, and agreeing cluster contributions to the HC’s overall humanitarian funding proposals.
- To monitor and evaluate performance by
- Monitoring and reporting on activities and needs (quantitative and qualitative approach), including but not limited to the consolidation and analysis of the Education Sector Monitoring Tool
- Measuring performance against the EiE Sector strategy and agreed results.
- Recommending corrective action where necessary.
- To build national capacity in preparedness and contingency planning.
- Support the development of EiE sector preparedness planning processes at national and sub-national level
- Lead the EIE Sector collaboration with UNESCO IIEP in strengthening MoE and EIE Sector partners’ capacity in contingency/emergency response planning.
- Identifying concerns that contribute to HC and HCT messaging and action.
- Undertaking advocacy on behalf of the EiE Sector, Sector members, and affected people.
- Maintain the engagement with the Ministry of Education and the Education Development Partners Coordination Group (EDPCG)
- Accountability to affected populations
- Introducing/mainstream existing mechanisms by which to obtain feedback from communities, ensuring this includes represents the full spectrum of stakeholders (including women, children and people with disabilities) on the effectiveness and efficiency of the education sector humanitarian response.
